You have to complete the "Valuable Leather" Quest from Pun Ulpradius which takes you to Shrouded Valley to kill Bigfoot. After you complete it he'll then give you the "Use of Ice Chunk" Quest which you turn in to the Chef NPC and get the recipe there.
