I can't figure out where I am supposed to get flawed soulstone for soulstone powder.. and I need it for alchemy. Help please x.x!?

May I suggest NSDB for future similar questions 
Anyway for soulstone powder you can decomp shining flawed soulstone or flawed soulstone. Which come from as Siriflix mentioned medal guy, or the battlefield recipe npc.
