I notice that for earth elixir, when we make it, chance of getting 1 unit is 100% , whereas fire/water/win elixir, they have 10% chance of getting 2 units along with 90% of getting 1 unit upon making it. I wonder if it was purposely designed like that.

Not sure tbh LJ, just how it was since retail. I'll change it to be the same as the others in the next update :)
