you can get costumes from the tears npc named May in Terminus and you can get tears from voting on the website or by staying online for a while.
Theres also moolah costumes, but those take real money...or a lot of in game money .-. lol

People also sell costumes in the auction house.

One of the costumes (Arcanian Pioneer) also drops from random mobs if you are lucky. Those are top and bottom.

Finally.. if you just wanna buy for fun, Al Rotches sells TEMPORARY costumes for gold.
