as i played, after i finish questing lodging area, i can reach lv 20 after i reported the quest to termius, and in town already have lots quest, dungeon 20, mine, shebuz, altus map quest... that's not include that map and board quest... and what suppose to do ? continue questing at map that match my level ( skip low quest ) or patiently do all the quest by the quest level ?

I would skip the low level quests - do the quests that are around your current level for the most efficient EXP/SXP. Later, if you find you run low on quests you can always go back and take the ones you skipped, but probably not necessary. The experience rate from quests are set much higher than the original game so you will always find you out level quests quite quickly until you reach around level 60.
