I cannot find them, I looked in BF vendor(nothing there but 200/210/260 and such) and asked around, no one answered.

Hello, not sure if you've found it yet, but you can check out the NPC Terrio Lowman in Terminus (opposite the wanted papers npc). He sells the recipes you're looking for in exchange for medals. I think the NPC in Frozen Nest also sells a couple of recipes around that level.
