anyone know where is the normal medals ?

    There's an NPC called Braden Carters near prince shilly in terminus. He sells wanted papers. Different leveled wanted papers give different medals (and exp) as a reward for completing them. You can also decompose higher level medals for 2 of the lower level medals.
