The majority of games, even much newer, are usually like that. Starting zones are nearly always empty and it's no different here.

However, it's very very fast to level up characters here, especially at the lower levels, but unless you start with a friend or come across some other new players you will likely play the first half of the game alone.

The quests and even the lower level dungeons are tuned for solo play, but there are usually players around that will gladly help you with the tougher stuff.

The key to this game is joining a guild, preferably with members in your timezone so you will always have friends to play with.

I agree with Sedy. Levelling is the easiest party. Sometimes its boring, of course. But you can reach lv100 in a few days. I suggest you to find a guild with people who live in the same country of you.
