I'll just leave this here...my input:
Ranged Fire/Focused Sight - Idk. Probably to add some more use to purge skills so the buffs can't be reapplied instantly multiple times.
Magic Block - should be, yeah.
Manticore Sting - from what I recall, it's CD was 60s from the start, actually. My memory may fail me here, though
Same as above goes for Hawk Eye - it had vanilla 30s duration and I, for one, wasn't really complaining, as it gives ridiculous range, so I wasn't even noticed in skirmishes usually. Plus, I think it had +Hit added to it as well.
Penetrating Shot probably needs some more elaboration.
It has a static area of effect (since it's technically an AoE) of 2 x ~15 meters.
However, this radius is applied starting from the caster's position, not the target's - which effectively means it has a maximum range of ~15m, because unlike Range, Area of Effect cannot be effected in any way by any stat. Range still scales, however; as such, if you have, +8m Long Distance Range stat, coupled with the innate 10m range it fires from 18m maximum, while still retaining a 2x15m AoE.
