In addition to the previous update - more dungeon and world boss Max HP reductions:

MONSTERS
Dungeons
I have reduced the Max HP of more dungeon monsters and bosses, and made additional reductions on some of the monsters alaready reduced in the previous update - total Max HP reduced is shown in parenthesis. This is likely the final reductions to monster HP - some are quite considerable.

Garden of Baphomet 85-94 and 95-100 monster and boss Max HP and EXP/SXP reduced.
Temple of Atlantis Normal mode monsters and boss Max HP reduced by 20%.
Laioha Insane mode boss Max HP reduced by 20%.
Decomus Insane mode boss Max HP reduced by 20% and monsters Max HP reduced by 10%.
Wood Garden Insane mode boss Max HP reduced by 20%.
Temple of Altantis Hard mode boss Max HP reduced by a further 30% (-45% in total) and monsters Max HP reduced by 10%.
Circus Insane mode boss Max HP reduced by a further 30% (-45% in total) and monster Max HP reduced by 20%.
Von Stein's Mansion Normal mode boss Max HP reduced by a further 30% (-45% in total) and monster Max HP reduced by 20%.
Temple of Atlantis Insane mode boss Max HP reduced by a further 15% (-30% in total) and monster Max HP reduced by 20%.
Golden Temple Normal mode boss Max HP reduced by a further 15% (-30% in total) and monster Max HP reduced by 20%.
Wonderland Normal mode final boss Max HP reduced by a further 15% (-30% in total).
Von Stein's Mansion Hard mode boss Max HP reduced by a further 15% (-30% in total) and monster Max HP reduced by 20%.
Wonderland Hard mode final boss Max HP reduced by a further 15% (-30% in total).
Von Stein's Mansion Insane mode boss Max HP reduced by a further 15% (-30% in total) and monster Max HP reduced by 20%.
Wonderland Insane mode boss Max HP reduced by a further 15% (-30% in total).
Dead Man's Peak boss Max HP reduced by a further 15% (-30% in total) and monster Max HP reduced by 15%.
Catacombs boss Max HP reduced by a further 15% (-30% in total) and monster Max HP reduced by 15%.
Golden Temple Hard mode boss Max HP reduced by a further 15% (-30% in total) and monster Max HP reduced by 15%.
Crystalisk Insane mode boss Max HP reduced by a further 10% (-25% in total).

Hell Mode Dungeons
Hell mode 1-5 dungeon monsters (all) had their base Max HP reduced by a further 15% (-30% in total).

World Bosses
The following world boss monsters had their Max HP reduced by another 15% (-30% in total).

Namazu
Frigid Queen Glaceon and Mirror Image
Monoxia
Okeanos and Summoned Golem

Fire Pit
Rakdos and Pyre Lord Azjolor had their Max HP reduced by 15%.


SKILLS
This list contains new changes and the changes from the previous updates - so it's easier to see all of the changes to these class skills.

All caster class skills with a casting time have now been changed to instant cast, except for the channeled skills Blizzard, Discharge Area, Ice Age, Black Hole for mages and Meteor Shower, Disharmony, Eye of the Storm for shamans. Some of these skills that were changed to instant that had very short cooldowns had their cooldown increased by 1s.

Due to these changes, the previous update to Auto Attack not being automatically activated after using a damage skill has been reverted - Auto Attack will once again be activated automatically (this does not include the healer classes - their Auto Attack will remain as is - they will need to manually activate it).

These changes will help the magic classes avoid the 1s global cooldown on all skills that was introduced to prevent animation cancelling/glitching - it will only happen now on the few channeled AoE skills. You still of course have the global cooldown on buff skills as it always has been (for all classes). It should also be quite a boost to DPS and make up for the loss of glitch capability, somewhat. I was very wary to remove all casting times from skills and if it proves to be too big of a change and overpowers casters, there will possibly be some reverts or changes. Lets see how it goes.

Chilling Shock 1/2/3
Casting time of 1.5s removed - now instant cast.
Cooldown matched to Chilling Shock 3 of 6s.

Permeating Chill 1/2/3
Casting time of 1.5s removed - now instant cast.
Cooldown matched to Permeating Chill 3 of 8s.

Magic Arrow 1/2
Casting time of 1.4s removed - now instant cast.
Cooldown increased from 4s to 5s.

Enchanted Penetration
Casting time of 1.7s removed - now instant cast.
Casting time removed - now instant cast.

Augment Depletion
Casting time of 1.3s removed - now instant cast.
Cooldown increased from 6s to 7s.

Electric Shock 1
Casting time of 1.4s removed - now instant cast.
Cooldown of Electric Shock 1 increased from 4s to 5s to match Electric Shock 2.

Electric Current 1/2
Casting time of 2s removed - now instant cast.

Thunderbolt 1/2
Casting time of 2s removed - now instant cast.

Casting time of 1.7s removed - now instant cast.

Casting time of 1s removed - now instant cast.

STATS
Casting Time Stat
What do the changes to the magic damage classes mean for the Casting Time stat? Now that there are no skills with a casting time?
The Casting Time stat is still useful to the magic damage classes, but obviously not as much as before. As well as reducing the casting time of skills it also increases the amount of damage ticks the channeled spells like Meteor Shower and Blizzard do - and since these skills do full damage every tick, it's quite a lot of additional damage.

I will gladly exchange PURCHASED items (currency is irrelavent - it just has to be an item purchased from a vendor or the shop) with the Casting Time stat on it for an equivalent item IF there is one. For example, if you have the Battlefield cloak with Casting Time on it, you can exchange it for the Attack Speed version. I will not exchange items dropped from monsters or crafted items. This is only available to the magic damage class players, not healers, or players that have class changed to something else and think they can make use of some old magic class items they have laying around their warehouse. Items will be exchanged for magic damage class items only.

Items with Casting Time that I WILL exchange:
Agate Wearing Cards (not Diamond or Onyx Cards)
Warmongerer cloaks
Seal of Practice

I will start looking at magic damage class specific items (Wizard/Sorcerer specific armor set pieces, weapons and accessories) with Casting Time and possibly swap the stat to something else on some of them over the weekend. But, any items with Casting Time that can also be equipped by the healer classes will of course remain as they are.
