if you own both mantles, yes, press C to open up your character stat window and unequip & equip mantles as if they were regular equipment. The Mantle slot its above your character's model.

If you mean can you exchange your devoted mantle for a rage mantle, no you can't.

You can upgrade them in-game now, just head over to the schema reforging NPC's (dont remember which one) and upgrade your mantles (what used to be wings) in there; you can also change the looks of your wing by buying it as a schematic as you would do with a weapon or armor. Or just peek the Shopping Mall, its also there

Yeh speak to Joan Armatrading in Terminus (next to Bearcalf npc) and open her Mantle Upgrade store to upgrade I, II, III, IV mantles to the next level.

If you mean swapping your V mantle to a different style, then you just buy a schematic from the shop for 100 moolah instead of sending me 100 moolah and asking to swap, and then use Joan's Mantle Reforge to apply the schematic to your mantle to change it's look
