I ve been killing neil but this recipe doesnt drop... can someone tell me where to get it??

You need to make sure you're killing the right one. There is the ones in Shrouded Valley and there are ones in Hidden Cavern F1. Both have same name, but one is Polluted. This one... is the one in Shrouded Valley.
