can we finally fix wiz adv ice infusion?

I know this has been gone over in various forms for long time but still not addressed.

wizards permeating chill at max skill lvl only has a 40% chance of granting advanced ice infusion.
i dont know about you but if i can only do something with a 40% chance of sucess i dont consider that a skill at all. (you would be a fool to count/bet on something with that low of a probability)

sorcerers have 80% chance to get advanced wind infusion, flamability, and doombringer.
why do wizards only get 40% chance to use their special?

i dont even waste sp on the skills that follow that skill because of the low chance of sucess and they would be awesome skills but they are just 2 useless skills taking up space if they cant be used.
why? i cant understand why this has been this way for so long and not been changed.

please sedy fix this.

We had this discussion over at https://noscrubs.net/discussions/wizard-infusion-skills but I wanted some feedback on my suggestion before making any changes. If you think my suggestion would work we can go with that I guess. Not like other Wizards haven't had the time to comment on it lol.
