The following updates to class skills will be coming in the upcoming Anniversary Update on the 24th February.
Due to the extensive changes, all classes will have their skills reset.
GLOBAL COOLDOWN
The Global Cooldown is activated every time you use skill or spell, temporarily disabling skills that are marked as being affected by the Global Cooldown for 1s. Most classes were affected by this on some of their damaging skills except for the caster classes.
In early game it is not so noticable due to lower Attack Speeds - by the time your skill animation is finished the Global Cooldown is usually finished and you can activate your next skill. However, as Attack Speed increases and your skill animations become shorter, it is much more noticable and can affect the flow of your attack rotations.

The Global Cooldown has been removed from most damaging and healing skills, except for a few skills that actually require the Global Cooldown to work correctly (Provokes, Charges).

With these changes to the Global Cooldown, each class now has approximately the same amount of skills that are affected by it and all classes should have the same experience with their damage rotations with no interuptions from the Global Cooldown.
CLASS SKILL EQUALITY
Improvements and adjustments to class skills to improve equality when it comes to how many skill points are required to reach the end of the skill trees.
Some classes have fewer skills and/or skill ranks in some of the jobs and this is now being remedied, either by removing ranks or adding them, and in some cases adjusting what is required to learn a particular skill. The target is based on the reworked Myrmidon which has 71 skill ranks in Job 1, 77 in Job 2 and 76 in Job 3.
Where skill ranks were removed, any invoke chance affects they had (like 30% chance to activate a buff) have been given to the remaining highest rank. So if rank 9 had 30% chance and was removed, rank 8 will now have that 30% chance leaving you with exactly the same chances as before.
