Indeed, some recipes do have a very low drop chance but none of them are absolutely 100% necessary to progress in the game. Not everything should be easy to obtain. Those that are lucky or persistent enough to get them have the benefit of being able to craft items that other players might want to buy from them. It's not intended to be challenging - it's a way to prevent the recipe being common place. If it was supposed to be common place it would be on a vendor.
Not sure I get what you mean about realising they are junk once you do get them. We have an item database (nsDB) that provides information on what every item in the game gives you stat wise. It's quite clear what each recipe or item provides and if you feel it's junk, simply don't bother farming for it.
I also don't see a need to remove any items. People use low level armor and weapons to reforge their gear, to extract into gems for enhancements, or to send to alts or sell to newbies to mention a few things. Unless you are thinking of something specific then let me know the items you are referring to - but I can't really think of what you might be talking about.
