Hi im new here and i created a guild with my custom guild mark.
I saw the other guilds they have a glow effect on there guild mark but mine doesnt have.
So how can i add a glow effect on my guild mark?

As guild leader, you need to use skill points for guild for it.
Press G, click on skills, and add points to the top left skill there. (Though I would really suggest getting buffs instead of the glow effect until you have enough points xD)
You get guild skill points when the guild levels up.

Answer is - nowhere. Supposed to be from Sraclone, but lowbie version was obliterated.
