I wouldn't say it's populated, but there are a decent amount of players who play this game
Not much new comers though, most likely just the old loyal players playing.

I think it's best to invite one or more friends to play with you, it will be more fun

It's like most long running game servers of this type - the bulk of the regular players are at max level. The low level areas are usually unpopulated and you will likely get an entire map to yourself while leveling unless another new player has joined around the same time or you bring some friends. The leveling process is 99% solo anyway, and is quite fast and easy for most of the game so you will fly though these areas anyway. Some of the low level dungeons can also be soloed quite easily and there are some other specifically designed solo dungeons throughout the game to help you levelup.

Tips: Join a guild using the Guild Finder, even if it's a dead one, if it has Guild Perks instant join it for the buffs it gives. Level up the free pets you are given as you levelup - they will help you a lot. Pay attention to the levelup tips and the rewards they give each time you gain a level - they will point you in the right direction for where to go next.

Get to max level and join an active guild, make some friends, join the dungeon runs, gear up and do some battlefields if it's your thing. Enjoy
