Community > My Account > Edit Profile > Scroll down til you see "IRIS ONLINE" > Put the character you want to receive tears in the Character name box > Also click what class you are (Not sure if that matters or not) > Scroll up again and click "Save" the left side blue button.

Answer is - nowhere. Supposed to be from Sraclone, but lowbie version was obliterated.
