There is an issue with the patcher - the progress bar only moves when a file is completely downloaded, so if it's downloading a large file it appears to be stuck at 0.00% and not working.
Permissions
Put your NoScrub's Iris Online folder somewhere without restricted windows permissions, do not put it in Program Files or Program Files(x86) folders and open irislauncher.exe as Administrator.
Internet
You can easily check if something is being downloaded by opening Windows Task Manager and checking the network activity in the Networking tab. If there is no activity check for other problems, if there is, just wait. If you are far from the server it might be very slow to patch the first time you install the game.
If there is no activity you can try rebooting your modem/router and computer. You might say it's fine, I can watch youtube or facebook or whatever else, but these big websites have a global presence, and local sites all over the world, so of course they are going to be fast, but our humble server doesn't always have the best route to your ISP so just give it a try, a simple restart has worked for people many times before.
AntiVirus
Some antivirus apps can interfere with the patching process, quarantining files as soon as they are downloading and sending the patcher into a loop of continuously downloading the same file, or just failing. Check that your antivirus isn't messing with the Iris Online folder by telling it not to check this folder.
Firewall
Check that the irislauncher.exe, irispatcher.exe and irisclient.exe can get through your Firewall to the internet - this isn't usually an issue but if you are concerned it's your firewall, allow those applications through your firewall by making a new rule for them.
