Splicing DNA.

What is the chance/rate of getting common, uncommon, rare, unique, and epic pet when splicing DNA? I'm really curious.

Will it be more beneficial if I evolve my pet when its already level 85 to earn more stats? or is it just the same evolving in level 30 since it will go back to level 1.
