I know what you are saying and I totally understand. But I think the pvp maps are fine where they are right now. Most of them are for high level quests anyway (65 and up). Try and consider it as a welcome to the pvp world of the game.
There are plenty of ways to go around it, too. Newbies can ask for help if someone's bothering them, you can ninja your way around bullies or simply wait for them to go away. There might even be a good chance of beating the PK-er if you and your friends gang up and fight back (not a good idea but would still be fun to try.) And besides, dying from pvp isn't going to cost you any experience and the chaos points and kill/death count will reset every week. Also you'll have more reason to get stronger and bring down whoever it was giving you a hard time and help newbies yourself in the future.
