Update 27/07/18 - Vanquisher Skill Fix

Issues with learning some Vanquisher skills have been corrected - you should now be able to learn the max ranks of Forceful Throw and any other skills that depend on it/or the max rank of Hurricane 2.

Please let me know if there are any other problems with learning Vanquisher skills but it should be good now :)
