Mysterious Magic Liquid?

where to find this one...?
can anybody help me?

Its obtain through cooking, level 45 with 150 cooking exp. Made with Mysterious Spice and Bright Spice plus one soul essence. Also it can only be crafted once an hour. =) Hope that helps.
