It isn't like you can accumulate more people for the battlefield if you extend the gap. The number of people you have on the battlefields is the number of people who want to join. No more, no less. This server doesn't have many people to begin with, let alone those of a particular level range.

20 minute gap is there for a reason - enable one to play one battlefield after another. If one joins, they usually join for a series of battles, so, adding extra 10 minutes only means adding more needless waiting time.

CTF and BoA are not very different from FM and DM to begin with, and yet they give more points already. I see no need to make them stand out any more. Also, dm-fm-dm-fm-dm is quite a dull pattern, don't you think?
IMHO: This problem isn't a problem at all, because low numbers open more freedom for tactical approach, especially on CTF maps, while "raid vs raid", when it happens, usually, if not always, is just a chaos. "old" != "better"
If your goal is to make battlefields more appealing and interesting, I suggest you do something about team balance. I noticed it isn't random (same people joining = same teams), yet it is needless to say it's insane. Unbalanced teams discourage not only those new to battlegrounds, but well-equipped players as well.
My suggestions on this one are:
1) Make it totally random
or
2) Make it assemble balanced teams. This will make it safer for those who are yet to get decent gear to join, because this way they won't be just dead weight for the team (if one team has a newbie, so does the other).
