Just as a comment on your suggestion:
A wiki, by definition, is not maintained by the staff but is a place for the users themselves to contribute knowledge. It's not a bad idea if the community is up for it.

Now, an online tool more close what you're suggesting would have to be coded against the database and it's quite a bit of work. It's already on the "Want-to-do" list, but it has to wait because there are so many things to do with the game itself.
